The quote is from a mercenary who is interviewed by CBS News. There,  he details how they're confident to kill someone because the authority backs them.

Thousands of lives perished during Duterte's drug war. Notable victims of the Extrajudicial killings made by the government is Kian delos Santos, Carl Arnaiz, Reynaldo de Guzman who's brutally killed and planted with evidence without due process of law. But for the 'nanlaban' victims like Francisco Maneja Jr. who survived and won the case against the policemen , he is left with the burden of death and fear.
